A homeowner may have a lien on their property because of an outstanding environmental citation. Environmental citations are issued by several City agencies (i.e. Housing, Transportion, Fire, Health, etc) and can be challenged at the Environmental Control Board (ECB) through a hearing process. The right to a hearing must be exercised within 30 days of the citation's issuance, otherwise penalties may accrue and any hearing right are extingished.
If you have received a Final Bill and Legal Notice (FBLN) that includes environmental charges, you are no longer eligible for a hearing, but you can still have your citation(s) reviewed at the ECB in their tax sale reveiw process. Please note that this review process is solely for lienable environmental citation that appear on an FBLN.

To have your citation reviewed by the ECB you must complete the tax sale review form, including a statement of why you believe that notice was not proper and/or the citation was not legally issued. You should include any documentation that you wish to be reviewed. Please note: If you own multiple properties, you must complete a separate form for each property.
The submitted form, along with any documentation, will be reviewed by an Administrative Hearing Officer. Once the Administrative Hearing Officer makes a determination, their decision will be sent by email and/or postal mail. That decision will be the final review by the agency. This may take 2-3 weeks. If you do not hear back after 3 weeks, please reach out to us.

If you do not wish to have your citation(s) reviewed in the tax sale review, you can pay online. If you pay the citation, it is an admission of liability and a review will not be conducted.
